“Riyadh Declaration” resulting in six major points … To enhance safety and security of Arab Aviation

The Global ministerial summit on aviation concluded its sessions with the adoption of the “Riyadh Declaration” which resulted in six resolutions adopted by the participating ministers and the heads of the Arab delegations for aviation security in countries with membership in Arab civil Aviation and Middle Eastern countries with membership in ICAO.  The countries agreed to provide support and the necessary resources to prepare a “regional plan for security and facilities provision” in an effort to strengthen aviation security.

One of the most important decision that came about in the Riyadh Declaration was on the application of all international aviation security resolutions after ratification by the General Assembly of the ICAO, as well as a mandate by the General Secretariat of the ICAO, and this to establish an effective mechanism for monitoring, evaluation and reporting.  In addition to developing a clear action plan for joint Arab Action.  And the formation of a regional group for security and facilities; and to encourage States not yet participating in the cooperative program for aviation security in the Middle East.
Also addressed in the “Riyadh Declaration” the challenges and risks faced by the International Civil Aviation Organization (IACO), which resulted in the recent terrorist attacks that occurred recently against civil aviation.  This in addition to the continuing need to improve the capacity and capability of countries to counter the threats facing them and the needs to raise standards in aviation security oversight and for the strict adherence to international norms and recommendations issued by ICAO in the field of aviation security.

The delegates also welcomed the encouragement of information exchange at the summit relating to electronic threats and the need to take relevant defensives measures.  The declaration also stated the need to ensure the provision of the necessary funding and others resources to carry out the monitoring of aviation security and the effective implementation of aviation security measures and procedures for security related facilities.

The Riyadh Declaration praised the role ICAO played in strengthening the economic development of member’s countries, and by providing jobs and coming up with urgent solutions to the deficiencies in the aviation security industry.
