Within efforts exerted by the General Authority of Civil Aviation (GACA) for achieving the purposes thereof and guaranteeing the achievement of the strategic purposes, GACA works on providing employees with distinguished common services of high quality as related to human resources, training, contract management, purchases together with information technology and legal services by creating high-level technical and administrative cadres, developing an integrated system of legislations, laws, benefits and advanced interests aiming at achieving the best investment of human and technical resources. In addition, GACA develops systems, programs, databases and telecommunication networks based on scientific principles as well as modern technical methods and scientific planning, and also provides specialized training for qualifying and developing those belonging to GACA using leading training programs, capacity building programs and tools, strategic partnership, distinguished technical and administrative staff for promoting human cadres to the highest levels. Moreover, GACA seeks to develop the correct principles of human resource evaluation from the scientific, technical and personal point of view and works on increasing legal awareness and educating those belonging to GACA.

Duties & Responsability

  • Designing, organizing and developing the regulatory structures.
  • Conducting studies necessary for GACA needs of human resources and determining human resources available outside and inside GACA.
  • Specifying the framework and tables of eligibility and behavioral and operational efficiencies.
  • Supervising amendments to Guide texts according to the legal procedures of amendment.
  • Coordinating and supervising the distribution of the Guide of Human Resources Policies and Procedures copies.
  • Declaring department needs of Guides or chapters directly related thereto.
  • Answering questions and declaring relationships between the departments of administrative affairs and other departments.
  • Developing and maintaining performance evaluation system.
  • Describing and estimating jobs originated and amended, either due to the development of work circumstances or merger or division of tasks.
  • Planning careers and determining future individual needs and requirements of candidates.
  • Developing effective maps of substitution and occupational succession.
  • Developing correct principles of human resource evaluation from the scientific, technical and personal point of view.
  • Directing employment process in order to be built on scientific principles and modern technical methods.
  • Evaluating employees using new mechanisms and ways for the purpose of developing and occupational progress.
  • Supervising business hour system on a daily basis and preparing reports about attendance and absence.
  • Keeping a special record of jobs and their title and continuously recording vacant and non-vacant jobs.
  • Submitting and paying all the financial entitlements of employees on time by supervising salary management and payment and providing GACA with all support related to human resource operations and deducting and managing the dues payable to social insurance.
  • Providing electronic systems required for GACA human resources for completing work plans as per strategies and instructions required for the same and abiding by correctly uploading data.
  • Providing support and assistance to Human Resources Sector in addition to training in terms of information technology.
  • Presenting all supporting services to the employees including introductory letters and otherwise and scientifically keeping and updating the files and records of those belonging to GACA so as to guarantee the safety thereof and quick and easy access thereto, if needed.
  • Working on achieving occupational belonging and strengthening relationships between GACA and its staff.
  • Learning occupational problems and processing them in accordance with the adopted rules and procedures.
  • Preparing data about individuals who are going to be refereed to retirement at the beginning of each fiscal year one year before the date of retirement.
  • Determining and programming the process of employing full-time and part-time employees according to the Plan of Human Resources Needs.
  • Following up employment applications submitted to the concerned sector as per the Plan of Annual Employment for the purpose of completing procedures with Employment Department.
  • Completing promotion documents after coordinating the same with manpower planning and preparing promotion reports.
  • Specifying and analyzing training needs of GACA sector staff, developing plans and programs necessary for achieving the same and preparing annual training plans as for all GACA sectors.
  • Building informational database about training courses taken by each employee.
  • Concluding contracts, acquiring certifications of the same from the authorized person, following up the implementation of such contracts and making sure that such contracts are in conformity with standards.
  • Coordinating with Warehouse Department as to monitoring the movement of goods in warehouses and disposing of surplus materials.
  • Increasing awareness and educating GACA staff by issuing guides or publications helping in achieving the same.
  • Participating in preparing draft of laws, regulations and resolutions in partnership with relevant administrative units.
  • Studying, reviewing and concluding contracts concluded by GACA in legal terms.
  • Representing GACA in actions brought up thereby and against GACA before official authorities and otherwise.
  • Preparing pleas and objection bylaws and presenting the same to the judicial authorities.
  •  Participating in relevant committees inside and outside GACA.
  • Checking grievances submitted by GACA staff and expressing opinion about such grievances.
  • Preparing and keeping records related to legal matters.
  • Preparing practical interpretation of laws and regulations, if required.
  • Supervising the program of international cooperation with regional and international authorities in the field of civil aviation training in order to benefit from their experiences.
  • Supervising academic projects and educational and training agreement programs.
  • Determining manpower and material needs of the concerned departments and following the provision of the same.
  • Developing and insuring a plan of specifying GACA needs including necessary materials and items in coordination with administrative units of GACA.
  • Securely monitoring central computer systems.
  •  Building main warehouse of data collecting data from different sources for the purpose of serving GACA sectors.
  • Developing necessary applications serving different sectors of GACA.
  • Changing manual procedures into electronic ones for simplifying and easing and developing such procedures.
  • Guaranteeing the quality and sustainability of GACA infrastructures.
  • Defining general specifications and conditions necessary for supply operations and works required to be carried out by virtue of a general tender in coordination with the concerned authorities.
