CERTIFICATION OF AIR NAVIGATION SERVICE PROVIDERS

Audience
With effect from 1st Match 2016, Air Navigation Service (ANS) Providers offering or intending to offer any of the following services within the Kingdom of Saudi Arabia must be certificated:
·         Air Traffic Services
·         Instrument Flight Procedure Services
·         Aeronautical Telecommunications Services, including:
o   Communications Services;
o   Navigation Services; and
o   Surveillance Services
·         Aeronautical Information Services, including Aeronautical Charting
·         Meteorological Services for Air Navigation
·         Flight Inspection Services
Flight Validation Services
Pre-Requisites
Applicants for certification as an ANS Provider must be able to meet the qualification requirements specified in GACAR Parts 170, 171, 172, 173, 175 and 179 as applicable. 
Procedure
Existing ANS Providers must obtain a valid certificate in accordance with the requirements of GACAR Part 199. Prospective (new entrant) ANS Providers must obtain a valid certificate prior to providing services. Assessment for the issue of a certificate will be conducted in accordance with the GACA 5-Phase certification process detailed in GACA e-Book Volume 1 which is available on the GACA website under the Laws and Regulations tab.
 
The following procedures apply in both cases:
1.            Existing or prospective ANS providers must contact the ANS Standards Department of the General Authority for Civil Aviation for a Pre-Application meeting. Contact Mr Mohammed Al Alawi malalawi@gaca.gov.sa
2.            After the Pre-Application meeting, and subject to the applicant meeting the basic applicant qualifications, the prospective ANS provider will be invited to submit an application for a certificate.
3.            The application will be followed by a document review and on-site demonstration audit where operational readiness and compliance with the relevant GACAR Parts must be demonstrated.

Regular feedback will be provided to the applicant on progress of their application.

The application must be accompanied by all of the required documents and supporting evidence, and the required application fee, where applicable. Required documents are specified in GACAR Parts 170, 171, 172, 173, 175 and 179, as applicable.
