Application for Supplemental Type Certificate (STC)

Description

This service allows the beneficiaries to apply for a GACA Supplemental Type Certificate (STC) under the provisions of GACAR Part 21 Subpart D for a major change in type design to be installed on Saudi registered aircraft, other than design changes issued under Subpart C. (GACAR § 21.101).

Audience
GACA certificated air carrier, air operator or repair station certificated under GACA/FAR Parts 121, 125, 135 or 145, or a GACA/FAR Part 91 Aircraft Owner/Operator who has engineering resources or can obtain engineering services under contract.
Pre-Requisites
1. GACA acceptance to support the project via response to the letter of intent.
2. Familiarity with the STC Certification process.

2.Owner/operator acknowledgement for the proposed design change.
3.Preliminary Certification plan including basis of certification.
4.Preliminary Compliance Checklist.
5.Master Data List - Draft.
6.Preliminary Certification Data (as applicable) includes, but is not limited to: Ground/Flight Test plans and reports, Analyses (e.g. Electrical Load Analysis (ELA), Structural Analysis, System Safety)
7.Preliminary Required Operating Data such as Aircraft Flight Manual Supplement (AFMS).

Terms and Conditions
1. The application for an STC may be subject to a sequencing process due to workload, which may impact the initiation of the project. 3. A GACA STC project coordination meeting should take place as early as possible in the project.
Additional Help
1. The letter of application should be of sufficient detail to allow the GACA to make the decision to support the project. The content must indicate the following:
1. Design Approval holder/applicant name and normal place of business;
2. Description of the design change; including an explanation of the purpose of the change, the pre-modification and post-modification configuration(s) of the product, schematics/pictures, and any other detailed features and boundaries of the physical change (this may be supplemented by drawings or outlines of the design, as well as the identification of the changes in areas of the product that are functionally affected by the change, and the identification of any changes to maintenance and operational manuals.
3. Aircraft type, serial number and KSA registration marks;
4. Organization that will be responsible for performing the design change on the aircraft;
5. Location of the aircraft during the design change project;
6. Starting date and duration of the design change project;
7. Whether flight testing will be conducted;
8. Concurrent activities on the aircraft;
9. Invitation for GACA participation; and
10. Identification of the Certification Project Manager(s), including their contact details.
The GACA STC process is based on the FAA STC process. Accordingly, FAA AC 21-40( ) should be read in conjunction with the procedures provided in GACA AC 021-07. In case of conflict between the two, the procedures in GACA AC 021-07 are to prevail.
