Aviation Security at the General Authority of Civil Aviation


  

Introduction

Is the competent authority concerned to ensure the safety and security of passengers, crews, employees, public, aircraft and airport facilities against unlawful interference in the ground or in flights, during a series of actions and necessary resources Human and material at the international level and airports.

 Sector objectives:
 To ensure compliance with the requirements of national civil aviation security program and instructions according to the required standards and criteria and coordination with those responsible for securing and protecting civil aviation operations within the Kingdom Besides bilateral contacts and consultations carried out within the National Civil Aviation Security  Committee according to the functions and responsibilities of the Commission and to ensure a uniform level of security at airports in the Kingdom, to ensure smooth operations of commercial air transportation.

Vision

The aim of developing and modernizing all security procedure and measures in accordance with highest international standards with the aim of achieving a secure civil aviation environment and a standards level of security at the airports of the kingdom that allow the safe operation of civil aviation operations.

Duties & Responsability

  •  Preparation of national civil aviation security program, reviewed, and updated according to the requirements of annex (17) and make regulations for the implementation of the national civil aviation security program and rapid response in the event of a security threat. Identify the functions and terms of reference for entities concerned with security.
  • Allocate tasks and coordinate the various departments, agencies and other entities concerned with implementing various aspects of National Civil Aviation Security program (NCASP).
  • Ensure that Airports operators, aircraft, air navigation service providers and other aviation security authorities comply with requirement of NCASP.
  • Conduct inspection, survey, audit and test to insure compliance with NCASP provisions and related legislation to ensure effectiveness of NCASP within Quality Control functions.
  • Develop Measures and standards of Security equipment to ensure safe performance according to operation standard.
  • Do secretarial work of the National Civil Aviation committee.
  • Review Airports Security Committees monthly reports.
  • Issuance of Security staff, security companies and cargo regulated agent’s certifications.
  • Coordination, communication and representation of the GACA in the International organizations related to aviation security. 
  • Conduct Inspection on the National carrier’s external stations.
  • Participations in National and International investigations committees and working groups related to aviation security.
  • Do Risk assessment functions related to aviation security continuously and make report to his Excellency president of GACA if needed.
  • Develop training policies for Aviation Security staff working in aviation security and review National Civil Aviation Security Training program.

Air Cargo Licensing (Changing Name or Address) (Accredited/ Assemblers)

This service allows beneficiaries to apply for the adjustment of the Air Cargo agency’s name or address.

Air Cargo Licensing (Initial) (Accredited/ Assemblers)

This service allows beneficiaries to obtain economic licenses for Air Cargo offices /agencies (Accredited/ Assembler) by studying the applications, performing the required inspections and checking the satisfaction of the technical and security requirements to ensure their compliance against the licensing terms.
