  • Translate Air Traffic Service\'s projects into technical plans and programs
  • Manage all Air Navigation Services engineering projects and programs
  • Provide maintenance support to the ANS infrastructure in conjunction with Maintenance Engineering
  • Oversee frequency management programs
  • Document and maintain configuration baseline and changes information
  • Analyze systems trouble reports (STRs) and initiate required modification programs and systems change process (SCPs) 
  • Assess the impact of changes in procedures and airspace structure on current and planned air navigation systems
1.1 Environmental
  • Plan and supervise contracted construction civil electrical and mechanical engineering work for large scale projects This include:
    • Planning budgeting needs and securing funds
    • Assessing feasibility of location in terms of adequacy of infrastructure and access to utilities
    • Developing civil, electrical, mechanical and structural design specifications for facilities
    • Preparing requests for proposals (RFPs)
    • Identifying and selecting contractors
    • Approving contracted projects schedule, budget and manpower requirement
    • Reviewing contractors drawings and approving materials
    • Supervising and monitoring the implementation of projects
    • Taking necessary actions, in cases of significant schedule, budget or performance variances
    • Testing and commissioning facilities following project completion
  • Plan and execute construction, civil, electrical and mechanical engineering projects for small and medium size projects
  • Projects executed or supervised include:
  • Installing communication, surveillance and navigation facilities
  • Constructing shelters for radars
  • Installing air conditions, power generators and heating, ventilation and fire protection systems
1.2 Communications
  • Translate Air Traffic Service\'s en route and terminal communication requirements into technical plans and programs This includes:
    • Developing system design concepts
    • Outlining technical performance specifications
    • Identifying procurement requests
    • Defining installation and testing standards
  • Manage communication systems projects and programs in terms of:
  • Preparing request for proposals (RFPs) and identifying contractors
  • Evaluating and selecting proposals, including assessing post-installation training and support services provided by the contractor
  • Overseeing system (SDR), preliminary (PDR) and critical (CDR) design review processes
  • Supervising the implementation of projects and programs
  • Taking necessary actions, in cases of significant schedule, budget or performance variances
  • Testing and commissioning systems and equipment following their installation
  • Evaluate the impact of obstacles (buildings, wireless phone towers) around airports on the proper functionality of communication systems
  • Analyze systems trouble reports (STRs) and initiate required modification programs and systems change process (SCPs)
  • Assess the impact of changes in ATS procedures and airspace structure on current and planned communication systems
  • Grant aeronautical band access to military entities and tourist agencies communicating with airports and coordinate with STC all leased communication services.
1.3 Radar Engineering
  • Translate Air Traffic Service\'s surveillance requirements into technical plans and programs This includes:
    • Developing system design concepts
    • Outlining technical performance specifications
    • Identifying procurement requests
    • Defining installation and testing standards
  • Manage surveillance systems projects and programs in terms of:
  • Preparing request for proposals (RFPs)
  • Identifying and selecting contractors
  • Evaluating proposals, including assessing post-installation training and support services provided by the contractor
  • Overseeing system (SDR), preliminary (PDR) and critical (CDR) design review processes
  • Supervising the implementation of projects and programs
  • Taking necessary actions, in cases of significant schedule, budget or performance variances
  • Testing and commissioning systems and equipment following their installation
  • Analyze systems trouble reports (STRs) and initiate required modification programs and systems change process (SCPs)

1.4 Navigation Aids
  • Translate Air Traffic Service\'s Aids requirements into technical plans and programs This includes:
    • Developing system design concepts
    • Outlining technical performance specifications
    • Identifying procurement requests
    • Defining installation and testing standards
  • Manage Navigation Aids systems projects and programs in terms of:
  • Preparing request for proposals (RFPs)
  • Identifying and selecting contractors
  • Evaluating proposals, including assessing post-installation training and support services provided by the contractor
  • Overseeing system (SDR), preliminary (PDR) and critical (CDR) design review processes
  • Supervising the implementation of projects and programs
  • Taking necessary actions, in cases of significant schedule, budget or performance variances

1.5 Automation
  • Coordinate with Air Traffic Service software requirements and assure the successful integration of automation systems with other elements of the
    Air Navigation System
  • Enhance and maintain software related to all air navigation systems, including surveillance system processors, flight data system processors,
    AFTN automated message switching system, search and rescue system, tower simulators, and aeronautical information system
  • Provide hardware support for air traffic management systems, automated message switching system and search and rescue system
  • Manage automation systems projects and programs in terms of:
    • Preparing request for proposals (RFPs)
    • Identifying and selecting vendors
    • Overseeing system (SDR), preliminary (PDR) and critical (CDR) design review processes
    • Taking necessary actions, in cases of significant schedule, budget or performance variances
    • Testing and approving new software
  • Document maintain configuration baseline changes information
  • Analyze systems trouble reports (STRs) and initiate required modification programs and systems change process (SCPs)
  • Assess the impact of changes in ATS procedures and airspace structure on current and planned automation systems
1.6 Configuration Management
  • Control, monitor and document changes in communication, navigation, surveillance and automation system\'s configuration and codes
  • Establish an approved baseline configuration for air navigation systems and subsystems
  • Document baseline configuration for air navigation systems and subsystems
  • Assist the System Configuration Control Group (SCCG) in reviewing systems trouble reports (STRs) and recommend
    corrective actions in coordination with the concerned parties Oversee any system change request (SCRs) and approve/disapprove the required action in coordination with the SCCG
